The Joint Comprehensive Plan of Action (JCPOA), established in 2015, outlines rules for monitoring Iran’s domestic nuclear program and paves the way for the lifting of US sanctions. It is agreed upon by Iran, the five permanent members of the Council (China, France, Russia, the United Kingdom and the United States), along with Germany and the European Union.
In 2018, the US, under former President Donald Trump, withdrew from the deal. Resolution 2231 of the Security Council specifies the lifting of sanctions. Despite repeated calls for dialogue, there has been no diplomatic movement, according to UN Political Affairs chief Rosemary DiCarlo.
Although there is a lack of progress, she emphasizes that the Secretary-General still views the JCPOA as the best option to ensure the exclusively peaceful nature of Iran’s nuclear program. DiCarlo stresses the importance of Iran reversing steps inconsistent with its nuclear commitments under the plan, steps it has pledged to be reversible.
UN chief António Guterres highlights that for the deal to resume, the US must lift or waive sanctions and extend waivers regarding oil trade with Iran. The International Atomic Energy Agency (IAEA) reports that Iran’s cessation of nuclear-related commitments has seriously affected verification and monitoring of the JCPOA.
