DW’s Global Eyes Security Podcast examines the recently concluded climate conference in Dubai. Nearly 200 countries agreed to “transition” from fossil fuels for the first time, and funds were pledged to the loss and damage fund to offset costs of climate change. Is it too little, too late — and who will bear the burden? Dr. Agdas Afzal of Habib University in Karachi says a “new world order” is needed, including possibly a “climate IMF.” Researcher Ritu Bharadwaj of London’s International Institute for Environment and Development (IIED) says it’s clear that multilateral institutions are not working and that climate change is causing migration.
