The European Union has removed two prominent Russian oligarchs from its sanctions list after pressure from France and Luxembourg, sparking outrage in Ukraine. Supporters say the compromise was needed to protect the wider sanctions regime. Critics say it sends exactly the wrong message to Moscow.
