The directive covers Delhi, Noida, Gurugram, and Ghaziabad, and mandates authorities to start building shelters for 5,000 dogs within six to eight months, along with a helpline to catch biting dogs within four hours. Supporters say the move prioritises public safety, with Delhi’s stray population now over one million and India recording 3.7 million dog bite cases in 2024. Critics, including animal rights activists, call the plan “unscientific” and point to a severe lack of lifetime shelters. Relocating all of Delhi’s dogs would require over 1,000 acres, roughly 10 to 12 Lodhi Gardens. An opposition MP has urged a review of the order.
