Palestinians could each be offered $5,000 cash to leave the Gaza Strip as well as subsidies to cover four years’ worth of rent “elsewhere” under a White House plan to take over and reconstruct the ravaged territory, according to reports.

The plan would involve Gaza’s two million population leaving, at least temporarily, through “voluntary” departures to another country or pre-approved “restricted, secured” zones inside the coastal enclave during postwar reconstruction, according to proposals laid out in a 38-page prospectus reported by the Washington Post.
Gazans who own land would be offered a “digital token” in exchange for rights to redevelop their property. Palestinians who took the $5,000 cash and subsidies for rent would also be provided with a year of food.
The plan appears to be based on a much-criticised idea pitched by President Trump during a joint press conference with Israel’s prime minister, Binyamin Netanyahu, early this year. Trump suggested the United States “take over” and “own” the Gaza Strip, developing the region into a resort. He later posted online an AI-generated video depicting the Gaza strip as a Dubai-style paradise, which also featured Elon Musk eating falafel and bearded belly-dancers. Trump has since appeared to backtrack on the idea, promising not to forcibly expel Palestinians.
