A long-standing U.S. embargo, along with Donald Trump’s recent threats to impose tariffs on any country supplying oil to the communist island, has led to severe fuel shortages. Havana has warned that foreign airlines will no longer be able to refuel due to dwindling supplies. Rationing poses a significant challenge for long-haul routes from countries such as Russia.
